Why use the word ‘shun?’

CNN has just reported that Camilla has decided not to attend the Diana memorial on Friday. The front page of CNN calls this article ‘Camilla shuns the Diana memorial’, but yet the actual article is called ‘Camilla to stay away from Diana memorial’.

I don’t understand the use of the word ‘shun’. Why not simply state that she has decided not to attend? Shun makes it sound negative, like she’s slighting Diana and her memory. It makes it sound cowardly.

Camilla can’t win either way, can she?

    There are some people who are just not going to put Camilla in a positive (or even neutral) light, no matter what she does. I don’t think Camilla is snubbing the memorial, as the article implies. She may simply not want to stir the hornet’s nest.
